AA Bill 2022 and Explanatory Memorandum

The Accountants and Auditors Bill 2022 was a project 6 years in the making. Drafting commenced in 2016; countless robust debates at Committee level and 3 stakeholder engagements culminated in the final draft which was submitted to the office of the Minister of Finance on 11 July 2022. This Bill seeks to repeal the PAA Act, with its main aim being to introduce comprehensive regulation; to include, with external auditors, accountants and tax practitioners who offer their services to the public for a fee, under the regulation of the PAAB.

The last round of stakeholder engagement on the Bill. This session was hosted for all stakeholders who submitted comments on the Bill during the public call for comments in November 2020. Hearty debate on this last day resolved last-minute key issues.
