Mr. Junias Etuna Kandjeke: Chairperson of the Board

Mr Kandjeke was appointed as Chairperson of the PAAB Board in 2016.

Born on 29 October 1963
• Auditor-General of Namibia since 2003, responsible for audit of  Offices, Ministries, Agencies, Regions, Local Authorities and State  Owned Enterprise
• Before his appointment he served in the Public Service for 12  years in different positions: Chief Accountant at State House; Deputy  Director and Financial Advisor at Ministry of Lands; Director of Finance  at Ministry of Defence and  served as Alternate Member of the Tender  Board, Chaired Economizing Committees and participated in the drafting  of Namibia’s Vision 2030.
• President of AFROSAI ( 2017-2020) and Chairman of Finance, human resources and administration committee.  
• Founding Chairperson of African Organisation of English-speaking Supreme Audit Institutions (AFROSAI-E) -2005 to 2011

• Drafted the Constitution of AFROPAC (African Organisation of Public Accounts Committees, 2013
• Hosted and Chaired Common Wealth Auditors-General Conference, 2011
• Chaired SADC Board of Auditors for 2015 audit
• Chairs the Public Accountants and Auditors Board of Namibia since 2016
• Member of the Anti-Money Laundering and Combating the Financing of  Terrorism and Proliferation Council Of Namibia; and Chairman of the  Risk and Audit Committee of the Council
• Internationally, Mr Kandjeke participates at different working  groups of INTOSAI including the UN/INTOSAI meeting that led to the 66th  UN General Assembly Resolution supporting independence of Supreme Audit  Institutions.

Educational Background

Mr Kandjeke is the holder of:
• MBA (2015) and
• PGD in Management Studies (2004) from Management College of Southern Africa;
• member of Association of Certified Fraud Examiners (ACFE), 2012;
• Certificate in Defence Resources Management (2000) from Naval Post-Graduate School, California;
• Prevention, Analysis and Detections of Corporate Fraud: Systems and Procedures (1999), Zimbabwe ;
• BA in Economy specializing in “Money & credit: Karl Marx  University / Gotha College of Financial Economy, the former East Germany  (1989);
• Certificate in Principles of Accounts, (1985) University of London;
• Certificate in Financial Management (1985) from Sando-U-Centrum, Sweden;
• Diploma in Development Studies and Management from the University  of Zambia in association with the  United Nations Institute for Namibia  (1984)


Awards:

• Doctor of Business Administration (DBA) Specializing in Public  Accounts Auditing (Honoris Causa) Common Wealth University, October  2017
• Best Performance Audit Report by panel from Sweden, Norway, Netherlands, and UK (2010),
• Invaluable Service Award by AFROSAI-E (2011),

Recognition:

• Patron, of 5 public schools of which one was renamed by the community to Junias Etuna Kandjeke (2015),
 



Ms Hilja Haufiku: Vice Chairperson of the Board and Chairperson of EDCOM
  
Hilja was appointed to the PAAB Board in August 2018.  She also serves on the Executive (Chairperson), Education (Chairperson) and Quality Assurance Committees.  
She is the Head of Department: Accounting, Auditing and Taxation at the UNAM School of Accounting.

Ms Naomi Kafita (Chairperson of ICOM)

Naomi was appointed to the PAAB Board in August 2018.  She also serves on the Executive, Investigations (Chairperson) and Legal Committees.  
She has held the positions of Deputy Director: General Service as well as Head of Procurement Management Unit at the Ministry of Finance since 2016 to date.
 


Sven von Blottnitz (Chairperson of QAC)

Sven was appointed for his second term on the Board in January 2020.  He also serves on the Executive, Quality Assurance (Chairman) and Investigations Committees.
He is the General Manager: Finance at Namibia Desert Diamonds (Pty) Ltd (Namdia).



John Mandy (Chairperson of LCOM)

John was appointed to the PAAB Board in January 2020.  He also serves on the Legal Committee (Chairman).
He works as a financial consultant.


Arlington Matenda

Arlington was appointed to the PAAB Board in January 2020.  He also serves on the Legal Committee.
He is the Chief Financial Officer at the Road Fund Administration.

Dr. Romanus Kawana

Romanus was appointed to the PAAB Board for a second term in January 2020.  He also serves on the Executive and Quality Assurance Committees.
He currently holds the position of Deputy Director: Economics and Public Governance at the Ministry of Public Enterprise.  He is also a part-time lecturer and student research supervisor at UNAM.


Graciana Mwenyo

Lorna Celliers

Graciana was appointed to the PAAB Board in January 2020.  She also serves on the Investigations Committee.
She is a senior financial intelligence analyst at the Bank of Namibia
Lorna was appointed to the PAAB Board in January 2020.  She also serves on the Quality Assurance and Legal committees.
She currently consults in her personal capacity.
Vemunjengua Kavari
Vemunjengua was appointed to the PAAB Board in March 2021.
He held the position of the General Manager: Finance & Investments at the Social Security Commission (now retired).
