Mr. Junias Etuna Kandjeke: Chairperson of the Board

Mr Kandjeke was appointed as Chairperson of the PAAB Board in 2016.

Born on 29 October 1963
• Auditor-General of Namibia since 2003, responsible for audit of  Offices, Ministries, Agencies, Regions, Local Authorities and State  Owned Enterprise
• Before his appointment he served in the Public Service for 12  years in different positions: Chief Accountant at State House; Deputy  Director and Financial Advisor at Ministry of Lands; Director of Finance  at Ministry of Defence and  served as Alternate Member of the Tender  Board, Chaired Economizing Committees and participated in the drafting  of Namibia’s Vision 2030.
• President of AFROSAI ( 2017-2020) and Chairman of Finance, human resources and administration committee.  
• Founding Chairperson of African Organisation of English-speaking Supreme Audit Institutions (AFROSAI-E) -2005 to 2011

• Drafted the Constitution of AFROPAC (African Organisation of Public Accounts Committees, 2013
• Hosted and Chaired Common Wealth Auditors-General Conference, 2011
• Chaired SADC Board of Auditors for 2015 audit
• Chairs the Public Accountants and Auditors Board of Namibia since 2016
• Member of the Anti-Money Laundering and Combating the Financing of  Terrorism and Proliferation Council Of Namibia; and Chairman of the  Risk and Audit Committee of the Council
• Internationally, Mr Kandjeke participates at different working  groups of INTOSAI including the UN/INTOSAI meeting that led to the 66th  UN General Assembly Resolution supporting independence of Supreme Audit  Institutions.

Educational Background

Mr Kandjeke is the holder of:
• MBA (2015) and
• PGD in Management Studies (2004) from Management College of Southern Africa;
• member of Association of Certified Fraud Examiners (ACFE), 2012;
• Certificate in Defence Resources Management (2000) from Naval Post-Graduate School, California;
• Prevention, Analysis and Detections of Corporate Fraud: Systems and Procedures (1999), Zimbabwe ;
• BA in Economy specializing in “Money & credit: Karl Marx  University / Gotha College of Financial Economy, the former East Germany  (1989);
• Certificate in Principles of Accounts, (1985) University of London;
• Certificate in Financial Management (1985) from Sando-U-Centrum, Sweden;
• Diploma in Development Studies and Management from the University  of Zambia in association with the  United Nations Institute for Namibia  (1984)


Awards:

• Doctor of Business Administration (DBA) Specializing in Public  Accounts Auditing (Honoris Causa) Common Wealth University, October  2017
• Best Performance Audit Report by panel from Sweden, Norway, Netherlands, and UK (2010),
• Invaluable Service Award by AFROSAI-E (2011),

Recognition:

• Patron, of 5 public schools of which one was renamed by the community to Junias Etuna Kandjeke (2015),
 



Ms Hilja Haufiku: Vice Chairperson of the Board and Chairperson of EDCOM
  
Hilja is the Head of Department: Accounting, Auditing and Taxation at the UNAM School of Accounting.
She was appointed to the PAAB Board in August 2018.  She also chairs the Education Committee and serves on the Executive and Quality Assurance committees.

Ms Naomi Kafita (Chairperson of ICOM)

Naomi holds a Certificate in Management Development from University of Stellenbosch as well as a B Tech Public Management from UNISA.  She has wide experience in operational management and has a broad understanding of public accountability, financial accounting, strategic public management and public policy management.  She has held the positions of Deputy Director: General Service as well as Head of Procurement Management Unit at the Ministry of Finance since 2016 to date.
She was appointed to the PAAB Board in August 2018.  She also chairs the Investigations Committee and serves on the Executive Committee.
 


Sven von Blottnitz (Chairperson of QAC)

Sven holds a B. Bus. Sc. (Business Finance) from the University of Cape  Town and a B. Compt (Hons)-degree from the University of South Africa.  He is registered with the Institute of Chartered Accountants of Namibia; the South African Institute of Chartered Accountants; the  Public Accountants and Auditors Board of Namibia; and the Institute of  Chartered Secretaries and Administrators of Southern Africa.
His other qualifications include: B Business Science (UCT); BCompt Honours (UNISA) .  Fellow of the Chartered Institute of Secretaries (FCIS);  Chartered Accountant (Institute of Chartered Accountants Namibia);  Chartered Accountant (South African Institute of Chartered Accountants).   


Sven holds the position of General Manager: Finance at Namib Desert Diamonds (Pty) Ltd (NAMDIA) since 1 June 2017, having previously been the Chief Financial Officer at the Namibian Students Financial Assistance Fund (NSFAF) as of August 2015. Prior to joining NSFAF, he served as the General Manager of Finance and Administration at the Namibia Training Authority.

He is a finance professional with more than20 years of diverse industry  experience in Accounting & Auditing, Banking, Oil & Gasand  Education sectors, as well as Retirement Fund Administration, having  previously worked as Country Finance Manager at Vivo Energy Namibia  (previously Shell Namibia),as Chief Financial Officer of Standard Bank  Namibia, where he was also responsible for the management of Treasury  and the Global Market Operations as well as ALCO, as Group Company  Secretary and Compliance Officer of FNB Namibia Holdings, Manager  Treasury and Manager Financial Controlling at Commercial Bank of Namibia  and Audit Manager at Coopers & Lybrand after completing his  articles there. He has over 11 years of diverse banking experience. He  served as Chairman of the Standard Bank Namibia Retirement Fund and the  Shell Namibia Retirement Fund. He currently serves as board member on  the Public Accountants’ and Auditors’ Board. Previously he held board  positions with NIPAM and the Namibian Stock Exchange.  He was appointed to the PAAB Board for a second term in January 2020.  He also chairs the Quality Assurance Committee, and serves on the Executive and Investigations committees.

John Mandy (Chairperson of LCOM)

John is a qualified Chartered Accountant (although retired from practicing as an auditor) and works as a financial consultant.  He has served on various Boards and Committees, and currently also serves as an Assessor assisting Acting Judge Kobus Miller in a multi-million dollar VAT criminal court case.  He has also held various audit, executive and management positions in both South Africa and Namibia, throughout a career spanning roughly 47 years, until his retirement in 2011.
John was appointed to the PAAB Board in January 2020.  He also chairs the Legal Committee.


Arlington Matenda

Arlington is a Partner at Deloitte in Namibia where he is Partner in Charge of the Walvis Bay Office and is also Partner responsible for the Namibian office recruitment function.  He holds a Bachelor of Accountancy (Hons) from the University of Zimbabwe and a B Compt (Hons) from the University of South Africa.  He is a member of the Institutes of Chartered Accountants of Namibia, Zimbabwe and South Africa and is also a Registered Accountant and Auditor (RAA NAM) with the Public Accountants' and Auditors' Board of Namibia.
 
Arlington has over 15 years of auditing experience gained in Zimbabwe, the United Kingdom and Namibia.  He has served various private and public sector clients in industries such as telecommunications and technology, energy and resources, consumer business, financial services and non-governmental organisations.
 
He was appointed to the PAAB Board in January 2020.  He also serves on the Legal Committee.


Romanus Kawana

Romanus holds a Doctorate of Business Administration from UNAM, as well as a B Tech in Household Economic Approach and Analysis, and a Master of Agricultural Economics from the University of KwaZulu-Natal; a B Tech in Forensic Investigation/Auditing from UNISA and a Diploma in Criminal Justice and Forensic Investigation/Auditing from the University of Johannesburg.
He currently holds the position of Deputy Director: Economics and Public Governance at the Ministry of Public Enterprise.  He is also a part-time lecturer and student research supervisor at UNAM.  Throughout his 16-year career he has held various finance and administrative positions in Regional Council and Ministerial offices.
He was appointed to the PAAB Board for a second term in January 2020.  He also serves on the Executive and Quality Assurance committees.


Graciana Mwenyo

Graciana is a Chartered Accountant working as a senior financial intelligence analyst at the Bank of Namibia; she has various professional experience in the areas of forensics investigations, risk and compliance, internal and external audits.  Graciana has experience in several industries such as fishing, hospitality, financial services, State Owned Enterprises and transportation.
 
She holds a B (Accounting) degree from the University of Namibia and a B Com (Accounting) Honours degree from Nelson Mandela University.
Graciana was appointed to the PAAB Board in January 2020.  She also serves on the Investigations Committee.

Lorna Celliers
Lorna is a Chartered Accountant with more than 20 years of experience in accounting and audit; for 17 of those years she was a partner at BDO Namibia.  Her experience spans the areas of risk, quality control, tax and human resources, and the fishing, mining and gaming industries, among others.
She currently consults in her personal capacity.
Lorna was appointed to the PAAB Board in January 2020.  She also serves on the Quality Assurance and Legal committees.
